Annual Meeting at The Red Barn BBQ

July 24, 2011

An informal meeting was held in conjunction with the CEPOA Annual BBQ. CEPOA President Bob Garner presided over the meeting.

Approximately 55 CEPOA residents enjoyed the BBQ that was catered by: Louisa’s Place Restaurant, San Luis Obispo.

Leon Golden gave a short presentation regarding setting up a fuel reduction area around Cabrillo Estates. He stated that the Los Osos Fire Safe Focus Group is working with the U.S. Fish & Wildlife Service and Cal Fire to prepare an EPA report. The EPA report needs to be completed and approved for work to begin.

It was noted that an attempted burglary took place on Rodman Dr. Please keep your doors locked and remain vigilant of your neighbors' homes. We need to watch out for each other.

Gary Dove gave a short Emergency Response Team presentation. In case of an emergency we should have at least:

  • Fire Extinguisher
  • LED Flashlights (they are brighter and batteries last longer than regular flashlights)
  • Extra Batteries
  • Drinkable Water
  • Canned Food & Opener
  • Camp Stove
  • Battery operated radio – preferably CB radio (cell phones may not be reliable in an emergency)
  • CEPOA Emergency Response Channel is 25 – alternate is 40
  • Wrench to turn off gas valve
  • Know how to turn off gas, electricity & water
Some concerns were brought up, they include:

  • Speeding in Cabrillo Estates – particularly Rodman Dr.
  • Street Lights – they can be turned on through P.G. & E. for $10 per month.

Marie Ducasse reported that her neighbors trash cans (trash & recycle) were stolen. The thieves were probably trying to find personal information. Please shred all personal information before discarding it.

Bob Garner’s tip: When you’re out and about – keep the GPS turned off on your cell phone. Only turn it on when you need to use it. If someone wanted to rob your house they could track your whereabouts by tracking your phone. Therefore, they would know whether you’re home or not. 

Please note that everyone is invited and welcome to attend the board meetings. 

Three beautiful Bromeliad plants were donated, a drawing was held. The lucky winners were: the Crawfords, the McKees, & the Wachters.

A 50/50 drawing was held and Nancy McMahan won $75 and $75 went towards paying the BBQ expenses.

A special “THANKS” to Mickie Spencer, Joan Larive and all those who worked so diligently to make this a fun and successful event!

Board of Directors Meeting

April 21, 2011

The meeting was held at the home of Lee & Mickie Spencer.

The meeting was called to order by CEPOA President Bob Garner at 6:07 p.m.

Board members present: Bob Garner, Mickie Spencer, David Farber, Harold Vest and Darlene Weld.

Guest: Pam & Don Burden, Joan Larive, Jim Whitson, Leona Vest & Lee Spencer.

Minutes of the November 4, 2010 meeting: As the minutes are posted on CEPOA’s website reading of the minutes was dispensed. David Farber motioned that we accept the minutes as posted, Mickie Spencer seconded the motion, motion carried.

Treasurer’s Report: Harold Vest passed out a spreadsheet showing income and expenses and financial report as of March 31, 2033. Total CEPOA assets are $10,046.41.

David Farber moved to accept the Treasurer’s Report as presented and Mickie Spencer seconded the motion. Motion was accepted.

Old Business:

· Front Entrance to Cabrillo Estates: Bob reported that the sprinkler system at the entrance to Cabrillo Estates was leaking. Bob met with the gardener (John Novak) they went over the problem in detail. Bob also met with a plumber. The system has electrical problems as well as sprinkler problems. Bob also spoke with Golden State Water and all concurred that it would be an expensive repair and since the plants are drought resistant, the best solution was to turn the water off, which was done. This will also eliminate the monthly water bills.

Pam Burden inquired about the light at the entrance. It was noted that all work is complete and should be fine for several years.

Committee Reports:

· Annual Summer BBQ: Mickey Spencer reported that our annual summer BBQ will be July 24th at the Red Barn. The menu will be: Hamburgers (Beef, Turkey, Veggie) with all the fixings! Price will be $15.00 per person. Mickey will be collecting the money for the BBQ. Checks can be mailed or dropped in her mailbox. A 50/50 drawing will be held. Raffle tickets will be sold and the lucky winner will win 50% of all the raffle money collected! A brief business meeting will be held on any matters that pertain to all CEPOA members. It was noted that this is primarily a social event. A great opportunity to meet our neighbors and board members.

o Gary Dove will be giving a very informative presentation on what to do in an Emergency.

· CEPOA Directory: Joan Larive stated that after many delays by the printer the directory should be ready for distribution the first part of May. Joan was very successful in selling advertising in our directory and raised $730.

New Business:

· Fire Abatement: Nothing new to report.

· Website Sign: Jim Whitson suggested that our CEPOA website sign located at the entrance to Cabrillo Estates should only be up when we have a board meeting or event to announce.

· Discussion: There was a discussion on the proper way to handle a situation where a tenant is not complying with country ordinances. It was suggested that this be handled neighbor to neighbor, notify the homeowner directly and make them aware of the county ordinance. They may not be aware that they (or their tenants) are in violation.

Cabrillo Estates Property Owners Association

Board of Directors Meeting

January 27, 2011

The meeting was held at the home of Don & Pamela Burden. 

The meeting was called to order by CEPOA President Bob Garner at 7:00 p.m.

Board members present:  Bob Garner, Mickie Spencer, David Farber, Harold Vest and Darlene Weld.

Guest:  Pam & Don Burden, Joan Larive, Gary Dove and Tamera Kaizuka.

Minutes of the November 4, 2010 meeting:  As the minutes are posted on CEPOA’s website reading of the minutes was dispensed.  Gary Dove motioned that we accept the minutes as posted, Joan Larive seconded the motion, motion carried.

Treasurer’s Report:  Harold Vest passed out copies of the spreadsheet of income and expenses and financial report as of December 31, 2010.  Total CEPOA assets are $11,462.70.  

Mickie Spencer moved to accept the Treasurer’s Report as presented and Bob Garner seconded the motion.  Motion was accepted.

Old Business:

  • Streetlights:  It was proposed that CEPOA pay to illuminate the street light located at the entrance to Cabrillo Estates.  The cost would be approx. $120 per year.  This light would not shine in anyone’s windows or benefit any other property. 
Joan Larive motioned that we pay for this street light.  Gary Dove seconded the motion, motion carried.

Pam Burden asked Harold Vest to open an account with P.G. & E. for the street light at the entrance to Cabrillo Estates.

Gary Dove reiterated that he would like to see CEPOA pay for the street lights at the five major intersections in Cabrillo Estates.  Joan Larive mentioned we might try asking for donations to fund this.  Harold Vest stated that if more property owners paid their dues, then we would be in a better position to pay for street lights.

  • Dues: Harold Vest reported that out of the 256 property owner’s in Cabrillo Estates that 47% have paid so far.
 

Committee Reports:

  • CEPOA  Directory:   Joan Larive clarified that the CSD contact position is open and that Gary Dove has agreed to remain the LOCAC contact.  Joan asked if the CEPOA Summary paragraph in the directory is correctly stated.  It is.  
Bob Garner suggested that the Emergency Response Team description paragraph be simplified to say: Please check the CEPOA website for current information.

With her questions answered, Joan reported that the directory is ready and asked for someone to help proofread it before sending it to the printers.  It was noted that the directory is an important source of information for the property owners and will continue to be published every two years.

New Business:

  • Webmaster:  Pam Burden stated that a replacement webmaster is needed to replace Don Burden.  David Farber has agreed to take the webmaster position.
  • Emergency Response Teams:  Gary Dove gave an informative talk/demonstration on the purpose of the Emergency Response Teams.  He demonstrated how to turn off gas, water & electricity during an emergency situation.  We live in an area that could experience an earthquake, fire or other natural disasters.  Every property owner should know how to shut off the gas, water & electricity to their home and assist neighbors, if needed. 
Gary also told us that we may not be able to rely on cell phones in an emergency, as the towers could be down or lines jammed.  Therefore, it is very important to keep the CB radios working and suggested that it’s a good idea for property owner’s to purchase one for use in case of emergency.  CB’s always work as they operate on batteries. 

The CB emergency response channel is 25 and the alternate channel is 40.

Gary has volunteered to speak at our summer BBQ to help educate people.  Gary has volunteered to remain chairperson of the Emergency Response Teams.

  • Golden State Water District Rate Hike: Golden State Water is assessing each home individually and rates will be based on individual water usage.
  • Golden State Water Company:  Harold Vest reported that we have received notice from Golden State Water stating that: You will need to install an approved reduced pressure principle (RP) backflow prevention assembly in accordance with the Golden State Water Company (GSWC), Rule No. 16, Section 3: and the regulations of this utility.  The RP must be installed with 5 feet of the meter service in conformance to GSWC’s standard drawing No. 6.5 or 6.8.  Installed backflow prevention assembles must be tested upon installation and yearly thereafter by a Certified Backflow Prevention tester.”
We have 30 days to comply with this request.  It is estimated that the cost will be approx. $1,500. 

It seems that our current backflow valve is on a neighboring property.  Gary Dove has volunteered to speak to the property owner’s to see if we can keep the valve at its current location.  Harold Vest will check with plumbers to get some bids.  Both Gary & Harold will report back to the board.

  • Tax Exempt Status Filing: Harold Vest reported that our Federal Government Tax Exempt status E-postcard must be filed once a year by March, 2011.  Now, the State of California also requires this.  Harold has completed both filings.
  • Annual Summer BBQ:  Mickey Spencer reported that our annual summer BBQ will be July 24th at the Red Barn again this year.  Mickey will make the arrangements.  Mark Your Calendar!
o   Gary Dove will give a presentation on the Emergency Response Teams.
